Texas State Representative Warren Chisum (R-Sanctity) is looking to require a mandatory two year waiting period for divorces. Unless, of course, couples are willing to attend a special ten hour course that I'm guessing somehow convinces them to butch-up and try harder. Similarly, his proposal would increase the cost of obtaining a marriage license from $30 to $60, unless the couple attends an eight hour course first – then the fee is waived. I would hope there's some basic accounting lessons taught during those eight hours. Like maybe something about how unfunded mandates, err home projects, cause fiscal strain?
Remember folks, marriage is serious business.
Now I suppose as the entity providing the license, the State of Texas has the ability to stipulate certain conditions on those looking to potentially nullify it. I can't really say for sure as I'm not one of those lawyerly types that skulks around these parts. What has me a bit concerned are these pre and post-game courses that are strongly encouraged. Above and beyond the $8 million in federal dollars that will be used to manage the program, what exactly does the course material cover?
The program provider, The Alliance for North Texas Healthy Effective Marriages, isn't very forthcoming:

I'm thinking of sending an e-mail to the President of the Board of Directors…hey look at that – it's a guy named Warren Chisum. What a strange coincidence. Anyway, while I certainly don't know for sure, I cannot help but think of the severely misguided federal funding of abstinence only programs for teens and wonder if perhaps there's a better use for the $8 million intended for the Temporary Assistance for Needy Families program.
