		<description>Is this congresswoman also including provisions banning prosecution of crimes having any mens rea element against children under 18?  If they&#039;re so soft headed and bewilderingly incompetent as to be unable to consent to sex and they&#039;re in such constant danger of other kinds of victimization, how can they possibly develop the intent to commit a crime?  I bet this hypocrite &quot;See You Next Tuesday&quot; would be first in line to convict a group of 14 year old boys of conspiracy to attempt to think about to consider talking about distribution of drugs.  

In fact, let&#039;s just go ahead and encourage breastfeeding until age 18.</description>
